How to apply for LIHEAP

There is no federal LIHEAP application. You apply to your state, territory, or tribal LIHEAP program, usually through a local agency such as a community action agency or county office. The steps below work in every state; the details — the form, the dates, the documents — come from your local agency.
Step 1: Find your local agency
The fastest routes are: the LIHEAP Clearinghouse search tool, which lists state, territory, and tribal contacts and program details; your state LIHEAP agency's own website; or the National Energy Assistance Referral (NEAR) project, a free referral service, at 1-866-674-6327 (1-866-NRG-NEAR). NEAR can tell you where to apply in your area. You can also dial 2-1-1, the free local information and referral service, and ask for energy assistance. If you are not sure which agency serves your county, NEAR or 2-1-1 will point you to the right one.
Step 2: Check your state's limit, dates, and components
Before you apply, confirm three things on your state agency's page or by phone: the income limit for your household size; the application opening and closing dates, including any early opening for priority households; and which components your state offers this year — heating, cooling, crisis, weatherization. Applying on opening day matters in first-come, first-served states, and applying for the wrong component wastes time. If your state takes applications online, in person, by mail, or by phone, use whichever channel is fastest for you; the eligibility rules are the same.
Step 3: Gather your documents
| Document | Why it is asked for |
|---|---|
| Photo identification for the applicant | Confirms who is applying. |
| Social Security numbers for household members | Used to verify identity and benefits; ask the agency how it handles members without one. |
| Proof of income for all household members | Pay stubs, benefit letters, or tax documents, covering the period your state specifies. |
| Recent utility bills or fuel statements | Shows the account, the fuel type, and the energy cost the benefit is based on. |
| Proof of residence | A lease, rent receipt, mortgage statement, or utility bill showing the home is your primary residence. |
| Proof of a qualifying benefit, if claiming categorical eligibility | A SNAP, TANF, SSI, or veterans benefit letter, where your state uses categorical eligibility. |
Exact lists vary by state, and some states accept self-declaration for items that are hard to document. If a document is missing, apply anyway and ask what alternatives the agency accepts — an incomplete application filed on time is better than a complete application filed after funds run out, and the agency will tell you what is still needed.
Step 4: Apply, and keep the receipt
Complete the application carefully: list every household member, report all income, and name the fuel and utility account correctly. Mistakes in the account number are a common cause of delayed credits. Keep a copy of the application and any receipt or reference number. If you applied in person, ask for a stamped copy. If you applied online, save or print the confirmation page.
Step 5: Wait for the decision, and respond to requests
The agency checks your income, household, and energy costs, applies its benefit matrix, and sends a notice stating whether you qualify and, if so, the benefit amount and where it was paid. Processing time varies by state and by season; crisis applications are expedited under the 48-hour and 18-hour rules, but regular applications can take weeks at peak times. If the agency asks for more documents, respond quickly and keep copies. If you have not heard back within the time your state quotes, call and quote your reference number.
Reapply every program year
LIHEAP resets each program year, usually around October 1. An award from last winter does not carry over, and you must apply again even if nothing has changed. Mark your state's opening date and apply early each year.
